1. Demands of the resolution

  1. Residents of Gyeonggi-do living in the border region have suffered from a variety of regulations and discrimination which they have had to endure for more than seventy years. Gyeonggi-do and the central government continue to make efforts and attempts for peace on the Korean Peninsula, including a variety of projects related to the demilitarized zone (DMZ), but the lack of an ‘end-of-war declaration’ between the parties to the Korean War perpetuates an unstable truce. As a result, residents of Gyeonggi-do, and the residents of border areas in particular, live in uncertainty and fear.  

  2. An ‘end-of-war declaration,’ which would dissolve the ‘Armistice Agreement’ which has remained for almost seventy years, is expected to bring permanent peace and prosperity to the Korean Peninsula. With this in mind, the Gyeonggido Assembly urges the National Assembly, the central government and local governments of South Korea and the international community to make a ‘declaration to end the Korean War’ and finally put an end to the confrontation between the two Koreas. 


2. Reasons for proposing the resolution

  1. The leaders of the two Koreas reached an agreement on an end to the War and complete denuclearization of the Korean Peninsula in the 'October 4 Declaration' of 2007 and the 'Panmunjom Declaration' of 2018, but it still has not materialized.

  2. An ‘end-of-war declaration’ is expected to transform the long-standing hostile relations into a peaceful coexistence between the two Koreas, thereby contributing to building a solid foundation for peace and prosperity on the Korean Peninsula.

  3. We propose this resolution to urge the central governments of South Korea, North Korea, the United States and China to formally declare an end to the Korean War and begin serious discussions for peace and prosperity on the Korean Peninsula.



Resolution 「Calling for a ‘Declaration to End the Korean War’ to Achieve Peace and Prosperity on the Korean Peninsula」 

For more than seventy years, residents in border areas and Gyeonggi-do have suffered greatly from a variety of regulations and discrimination resulting from the unstability of the state of armistice on the Korean Peninsula. However, they have never stopped striving to put an end to the suffering and bring about hope. 

The South Korean central government has been committed to implementing the Panmunjom Declaration and the Pyongyang Joint Declaration of 2018 and to creating a foundation for the prosperity of both Koreas. This includes the establishment of an inter-Korean cooperation system through the peaceful use of the water resources of the Han River Estuary and Imjin River, and the strengthening of inter-Korean economic cooperation to create a West Sea Special Economic Zone.

Despite these efforts, due to the suspension of dialogue between North Korea and the United States and the long-standing impasse in inter-Korean relations, the situation on the Korean Peninsula has unfortunately been unable to progress even one step forward. 

Nevertheless, the Gyeonggido Assembly and Gyeonggi-do, together with residents, have launched a variety of projects to transform the DMZ - a symbol of the division and confrontation between the North and the South - into a space of peace, communication and cooperation. 

These include the removal of landmines in the DMZ, the cultural heritage restoration project to register the DMZ as a UNESCO World Heritage Site, the DMZ international peace exchange project, the building of tourism infrastructure to enable the conservation of the ecology and peaceful use of the DMZ area, and ‘Let's DMZ’ performances and exhibitions. 

Along with this, the 'Local Government Council for Inter-Korean Peace and Cooperation' was formed through the initiative of Gyeonggi-do, which is striving to spread the message of peace at the local government level. 

On September 21, President Moon Jae-in proposed an end-of-war declaration in his address to the 76th UN General Assembly and appealed to the international community regarding the urgent need for a peace regime on the Korean Peninsula, and in response, the international community is expressing its support. 

All will agree that our top priority is for the two Koreas to move towards peaceful relations and that it is a mission that we cannot stop or delay any longer. 

The Gyeonggido Assembly strongly supports the central government's proposal for an end-of-war declaration, and expects that converting the long-standing hostile relations into peaceful relations and coexistence will help create a solid foundation for peace and prosperity on the Korean Peninsula.

The Gyeonggido Assembly presents the following demands with the expectation that an end-of-war declaration will usher in the re-establishment of a peace regime and enable the achievement of complete denuclearization of the Korean Peninsula.

Firstly, we urge the international community and the countries involved, including the United States, to officially end the Korean War before 2023, the 70th year of the signing of the Armistice Agreement. 

Secondly, we urge the central government of South Korea to make every diplomatic effort for the adoption of an ‘end-of-war declaration’ and to establish a peace regime and complete denuclearization of the Korean Peninsula.

Thirdly, we urge the National Assembly of South Korea to promptly adopt a ‘Resolution Calling for a ‘Declaration to End the Korean War’ to Achieve Peace and Prosperity on the Korean Peninsula.’

Fourthly, we note that local governments can play an important role in the declaration to end the war as well as in the establishment of a peace regime and complete denuclearization of the Korean Peninsula, and urge them to make every effort to create a cordial international environment for an ‘end-of-war declaration’.

Fifthly, we urge the United States and North Korea to faithfully implement the ‘Singapore Joint Statement,’ in which both parties agreed to establish new US-DPRK relations, build a peace regime on the Korean Peninsula, and complete denuclearization; and to reach a final agreement on an 'end-of-war declaration.' 

Lastly, we urge the South and North Korean authorities to make every effort to faithfully implement the inter-Korean summit declarations previously signed, which will create a virtuous cycle between the improvement of inter-Korean relations and negotiations for denuclearization.
