On July 18, "A Resolution calling for Peacebuilding on the Korean Peninsula on the 70th Anniversary of Armistice" was introduced in the South Korean National Assembly (168 members). It was significant in that it affirmed and called for the importance of cessation of hostilities, implementation of agreements, and peacebuilding through dialogue amidst the ongoing head-to-head confrontation.
Preamble
This year marks the 70th anniversary of the signing of the Agreement concerning a Military Armistice in Korea (hereinafter referred to as the "Armistice") on July 27, 1953. It is not only a national task but also a human historical task to end the unprecedentedly long-lasting 'armistice system' and achieve peace-building and reunification on the Korean Peninsula.
The authorities of the two Koreas and related countries have made efforts to achieve peace and denuclearization on the Korean Peninsula through the agreements of the July 4 South-North Joint Statement, the December 13 Agreement on Reconciliation, Non-Aggression, and Exchanges and Cooperation between South and North Korea, the Joint Declaration of the Denuclearization of the Korean Peninsula, The June 15th North–South Joint Declaration, the October 4 South-North Summit Declaration, the April 27 Panmunjom Declaration for Peace, Prosperity and Reunification of the Korean Peninsula, the Pyongyang Joint Declaration of September 19 2018, and the June 12 Joint Statement of President Donald J. Trump of the United States of America and Chairman Kim Jong Un of the Democratic People’s Republic of Korea at the Singapore Summit.
It remains the constitutional responsibility and consistent calling of the National Assembly to promote peace on the Korean Peninsula and stabilization of the Northeast Asian order by resolving the military, political, and economic tensions that have recently increased due to the US-China hegemonic rivalry, North Korea's advanced nuclear and missile capabilities, and the intensification of military tensions between the two Koreas.
Therefore, on the 70th anniversary of the Armistice Agreement, reflecting on the meaning of our efforts to build peace on the Korean Peninsula and recognizing the urgency of promoting peace on the Korean Peninsula, we resolve as follows.
Reason for proposal
This year marks the 70th anniversary of the signing of the Armistice Agreement. There exists a challenge to end the long-standing 'armistice regime' and achieve peacebuilding on the Korean Peninsula.
In the meantime, the North and South Korean authorities and related countries have made efforts to achieve peace and denuclearization on the Korean Peninsula through agreements such as the April 27 Panmunjom Declaration and the June 12 Joint Statement of the Singapore Summit. At present, tensions on the Korean Peninsula must be addressed, which are increasing due to the US-China hegemonic rivalry and North Korea's advancement of its nuclear and missile capabilities
Therefore, on the 70th anniversary of the signing of the Armistice Agreement, we propose this resolution to reflect on the meaning of our efforts to build peace on the Korean Peninsula and to call for the urgent promotion of peace on the Korean Peninsula.
