On July 18 2023, 「Resolution Calling for Peacebuilding on the Korean Peninsula on the 70th Anniversary of the Armistice Agreement」 was introduced in the ROK National Assembly (168 members co-sponsor). It was significant in that it affirmed and called for the importance of cessation of hostilities, implementation of agreements, and peacebuilding through dialogue amidst the ongoing head-to-head confrontation.

Preamble
This year marks the 70th anniversary of the signing of the Korean Armistice Agreement (hereinafter referred to as the “Armistice”) on July 27, 1953. It is not only a national task but also a human historical task to end the unprecedentedly long-lasting ‘armistice regime’ and achieve peacebuilding and reunification on the Korean Peninsula.
The authorities of the two Koreas and related countries have made efforts to achieve peace and denuclearization on the Korean Peninsula through the agreements of <July 4 South-North Joint Communiqué> in 1972, <Agreement on Reconciliation, Non-aggression and Exchanges and Cooperation between the South and the North> and <Joint Declaration on the Denuclearization of the Korean Peninsula> in 1991, <South-North Joint Declaration of June 15> in 2000, <Declaration on the Advancement of South-North Korean Relations, Peace and Prosperity of 4 Oct> in 2007, <Panmunjom Declaration for the Peace, Prosperity and Unification of the Korean Peninsula>, <Pyongyang Joint Declaration> and <Inter-Korean Military Agreement> and <the DPRK-U.S. Joint Statement at the Singapore Summit> in 2018.
It remains the constitutional responsibility and consistent calling of the National Assembly to promote peace on the Korean Peninsula and stabilization of the Northeast Asian order by resolving the military, political, and economic tensions that have recently increased due to the U.S.-China hegemonic rivalry, the DPRK's advanced nuclear and missile capabilities, and the intensification of military tensions between the two Koreas.
Therefore, on the 70th anniversary of the Armistice, reflecting on the meaning of our efforts to build peace on the Korean Peninsula and recognizing the urgency of promoting peace on the Korean Peninsula, we resolve as follows.
1. The National Assembly of the Republic of Korea, on the occasion of the 70th anniversary of the Armistice Agreement, expresses its deep concern over the escalating tensions on the Korean Peninsula and calls the authorities of the two Koreas and relevant countries to make efforts for peacebuilding, including the cessation of mutual hostilities.
2. The National Assembly of the Republic of Korea calls the authorities of the two Koreas and the U.S. government to respect the spirit of inter-Korean and the U.S.-DPRK agreements and work to implement them.
3. The National Assembly of the Republic of Korea calls the authorities of the two Koreas to resume efforts to implement the April 27 Panmunjom Declaration which declared “the end of war and actively promote the holding of trilateral meetings involving the two sides and the U.S., or quadrilateral meetings involving the two sides, the U.S. and China with a view to replacing the Armistice Agreement with a peace agreement and establishing a permanent and solid peace regime”, beyond the stipulation of the Korean War Armistice Agreement in 1953 which “will insure a complete cessation of hostilities and of all acts of armed force in Korea until a final peaceful settlement is achieved, do individually, collectively, and mutually agree to accept and to be bound and governed by the conditions and terms of armistice set forth in the following articles and paragraphs, which said conditions and terms are intended to be purely military in character and to pertain solely to the belligerents in Korea.”
4. The National Assembly of the Republic of Korea calls the authorities of the two Koreas and relevant countries to resume dialogue for the complete denuclearization of the Korean Peninsula and establishing a peace regime.
5. The National Assembly of the Republic of Korea calls the authorities of the two Koreas to resume multifaceted exchanges and cooperation, including humanitarian cooperation, for the full development of inter-Korean relations.
6. The National Assembly of the Republic of Korea calls the international community to actively support and cooperate with peacebuilding efforts on the Korean Peninsula in order to realize world peace.
Reason for proposal
This year marks the 70th anniversary of the signing of the Korean War Armistice Agreement. There exists a challenge to end the long-standing ‘armistice regime’ and achieve peacebuilding on the Korean Peninsula.
In the meantime, the South-North Korean authorities and related countries have made efforts to achieve peace and denuclearization on the Korean Peninsula through agreements such as the April 27 Panmunjom Declaration and the June 12 Singapore Joint Statement. At present, tensions on the Korean Peninsula must be addressed, which are increasing due to the U.S.-China hegemonic rivalry and the DPRK's advancement of its nuclear and missile capabilities.
Therefore, on the 70th anniversary of the signing of the Armistice Agreement, we propose this resolution to reflect on the meaning of our efforts to build peace on the Korean Peninsula and to call for the urgent drive of peacebuilding on the Korean Peninsula.
